When the question of the Cross Examination of Prisoners was first suggested to me in conversation by the late Governor Sir Richard MacDonnell, I gave it as my opinion that in certain cases such Examination might be attended with advantage both to the public and the prisoners, but that the matter was one in respect of which I thought a Government, circumstanced as is this, ought not to introduce a measure until the principle had been recognized by the Mother Country.
